Wisconsin Open Records·Requester-side platform·Est. 2026

Wisconsin open-records platform

Wisconsin open records, managed from request to result.

Recaran helps Wisconsin requesters — citizens, journalists, advocates, researchers, and legal professionals — prepare, send, track, analyze, and document open-records requests under the Wisconsin Public Records Law (Wis. Stat. §§ 19.31–19.39) from one complete requester-side command center.

Recaran provides organizational, drafting-support, and informational tools for requesters — not a law firm, and not legal advice.

Recaran Command Center — monitor every active matter, deadline, follow-up, missing record, withholding, and agency response from one dashboard.

The complete request lifecycle

Everything a request needs, in one place.

Recaran carries a public-records request from first draft through final production — not just the filing, and not just the filing cabinet.

Prepare requests

Draft focused requests with guided tools, request packs, and jurisdiction-aware templates.

Send it for you

Recaran sends your request by email or certified mail and preserves a timestamped record of how and when it went out.

Capture agency replies

Give each matter its own inbox address; agency replies and attachments log to the matter automatically, with the original PDFs viewable in-page.

Track deadlines

Monitor follow-ups, fees, statuses, missing records, and withholdings as they move.

Analyze responses

Review what was produced, flag unresolved categories, and organize the records.

Build complete matter records

Maintain a full chronological history you can review, export, or share.

The problem

One request, scattered across everything.

Open-records requests become difficult to manage across emails, attachments, deadlines, partial productions, fees, denials, and follow-ups. The work outlives any single inbox thread — and the details that matter get lost in the scatter.

The Recaran solution

Every request becomes a complete, structured matter.

Recaran gives each request one home that holds everything it generates, from the first draft to the final production:

How it works

Manage the complete request lifecycle.

Recaran follows a request through every stage — not just filing it, and not just storing what comes back.

  1. 1

    Prepare

Use guided drafting tools, request packs, and jurisdiction-aware templates to prepare a focused request.

  2. 2

    Send

Recaran sends the request to the agency by email (preferred) or by mail for an added fee, and records proof of transmission.

  3. 3

    Capture

Associate agency replies, attachments, and communications with the correct matter.

  4. 4

    Track

Monitor deadlines, follow-ups, fees, statuses, missing records, and withholdings.

  5. 5

    Analyze

Review agency responses, identify unresolved categories, and organize the produced records.

  6. 6

    Document

Maintain a complete chronological matter history you can review, export, or share.

The complete toolkit

Every part of a records request, in one workspace.

Recaran is more than a tracker — it’s the full requester-side toolkit. Here’s what’s built today, from drafting and sending through capture, analysis, and accountability.

Prepare & send

  • Guided intake wizard

Request packs + jurisdiction-aware templates, single matter or multi-agency batch.

  • Compliance-reviewed sending

Email or certified mail via Resend through a review queue, with a timestamped record of how and when it went out.

  • AI request refinementBeta

Sharpen a draft and derive record categories before it goes out.

Capture & organize

  • Per-matter inbox

Each matter gets its own address; agency replies and attachments log to it automatically.

  • Document library & viewer

Folder-grouped PDFs, emails, and images viewed in-page, with page-anchored annotations.

  • Records-requested checklist

Track every record category — your request and the gaps — through to resolution.

Analyze & resolve

  • Withholdings & § 19.36 helper

Log redactions/denials against the Wisconsin exemption taxonomy, with an appeal ladder and auto-drafted challenge letters.

  • Fee ledger

Itemized estimates, invoices, payments, and waivers alongside headline fee status.

  • AI response analysis & OCR searchBeta

Summarize a reply, flag unresolved categories, and full-text search across documents.

Community & intelligence

  • Authorities directory & report cards

Every Wisconsin authority, filterable by jurisdiction and graded on responsiveness.

  • Records Database & Investigations

Selective, redaction-controlled contributions and collaborative authority-level analytics.

  • Share, embargo & standing

Revocable read-only links with publish-date embargo, plus karma, badges, and a leaderboard.

Items marked Beta are built and ship dark until configured — AI assist requires a model key, and OCR / full-text search is configurable.

Dedicated matter inbox

One request. One dedicated communication channel.

Each Recaran matter can use a dedicated matter inbox so agency replies and attachments stay associated with the correct request instead of scattering across a personal inbox.

  1. 1Request created
  2. 2Dedicated matter email assigned
  3. 3Agency response received
  4. 4Communication associated with the matter
  5. 5Chronology updated
  6. 6Records & attachments organized

Request packs

Start faster with request-specific workflows.

Request packs give each matter a category-specific starting structure for common record types. Recaran also supports general open-records matters beyond these packs.

Analytics & accountability

Turn request activity into measurable accountability.

Recaran analyzes nonconfidential request metadata and operational patterns — never the private contents of your records — to show how the process is actually going.

Available today

  • Public authority report cards — every Wisconsin agency graded on responsiveness
  • Authority response benchmarks — how fast each agency answers, and how often
  • True request → first-response time (average & median)
  • Request outcomes — produced, partial, redacted, denied, no records
  • Withholding & denial-basis breakdown
  • Fee patterns, follow-up timing & overdue tracking
  • Status mix, matter readiness & contact aging across matters
  • Jurisdiction & category trends

In development

Planned
  • AI response summaries & auto-extracted deadlines (Beta — needs a model key)
  • Historical trends over time
  • Cross-agency comparison reports

Analytics operate on request metadata and operational patterns. Recaran does not publicly expose your private records or request contents.

FAQ

Questions, answered.

What Recaran is, what it does today, and what’s still in development.

What is Recaran?

Recaran is a complete requester-side open-records platform. It helps you prepare, send, track, analyze, organize, and document public-records requests from one command center — from the first draft through final production.

Is Recaran only a records organizer?

No. Organizing is one part of it. Recaran manages the full request lifecycle: drafting, sending and documenting, capturing agency replies, tracking deadlines and fees, analyzing responses, and building a complete matter record.

Can Recaran help me prepare a request?

Yes. Guided drafting tools, request packs, and jurisdiction-aware templates help you prepare a focused request for the records you actually want.

Can Recaran send requests?

Yes — sending is the point. Recaran sends your open-records request to the agency for you: by email, which is the preferred method, or by mail for an additional fee. Each send is logged to the matter with evidence of transmission, and the matter's dedicated inbox captures the agency's reply.

What happens when an agency replies?

Replies sent to a matter's dedicated inbox can be associated with that matter, with the communication added to its chronology so nothing scatters across a personal inbox.

Does each matter receive a dedicated email address?

Yes. Each matter can use a dedicated inbox address (for example, [email protected]) so agency correspondence and attachments stay tied to the correct request.

Can Recaran track missing records and withholdings?

Yes. Each matter tracks structured missing-record categories and a withholding and redaction log, so you can see what is still outstanding before your next follow-up.

Does Recaran provide legal advice?

No. Recaran provides organizational, drafting-support, and informational tools. It is not a law firm, does not provide legal advice, and does not create an attorney-client relationship.

Are government records fees included?

No. Government records fees, postage, printing, and third-party charges are separate from any Recaran pricing.

Is my matter private?

Yes. Your matters are private to your account. Analytics operate on nonconfidential request metadata and operational patterns — Recaran does not publicly expose your private records or request contents.

Is Recaran only for Wisconsin?

Recaran is built on a strong Wisconsin foundation, including a Wisconsin clerk and custodian directory, and is designed for national expansion.

Are paid subscriptions currently active?

Not yet. Pricing is informational and reflects planned service tiers. Paid subscriptions and payment processing are not active during this phase.

How will Recaran use request analytics?

Recaran analyzes nonconfidential request metadata and operational patterns — such as outcomes, follow-up timing, fee patterns, and agency responsiveness. Some views are available today and others are in development; private record contents are never exposed.

Who is Recaran for?

It is built for anyone managing open-records requests: journalists tracking investigations, researchers assembling datasets, advocates monitoring government actions, legal professionals building case records, and engaged citizens holding local government accountable.

Can I export my data?

Yes. You can export your matters, communication logs, and analytics data in standard formats like CSV and JSON, allowing you to use your data in spreadsheets, databases, or other tools.
